If a landfill is proposed for a site within a member city or town, the CVSWMD is one of the parties required to review and either accept or reject the proposal. To objectively review such proposals, the CVSWMD has developed Landfill Siting Criteria. One of the criteria requires the successful negotiation of a Host Town Agreement between the community in which the landfill is to be located and the developer.
