Vermont Rental Housing Code Requirements 
Landlord/Property Manager Responsibilities:
​
  • Provide and maintain bins for trash, regular recycling and food scraps in common collection areas.
  • Arrange for onsite management or removal of food scraps ​
  • Properly manage other landfill-banned materials:
    • Special Recycling, such as fluorescent bulbs, batteries, paint, mercury thermostats, electronics
    • Household Hazardous Waste​

Landlords/Property Managers

STEP 1: System Setup

Trash & Recycling
  • Hire a hauler to pick up trash and recycling or commit to hauling materials to a transfer station often enough to maintain sanitation.
  •  Provide a clearly-labeled, accessible spot for renters to deposit trash and recycling. 
    • Haulers provide totes or dumpsters.
    • Use posters to inform tenants of recycling & composting:
      • Landfill Banned Items ​​​
      • Blue Bin Recycling Guide half-page​
      • Mixed Recycling, Landfill, Food Scraps, Returnables
Food Scrap Options 
  • Hire a food scrap hauler (haulers serving complexes with 4 or more units must offer food scrap services)
  • Take to a transfer station or local food scrap outlet often enough to maintain sanitation
  • Set up and manage a backyard composting system​​

STEP 2: Inform Tenants

Inform new residents and remind tenants during lease renewal. Include waste management expectations in the lease.

Tenants/Renters

Renters are responsible for storing waste in a sanitary fashion within their unit and diverting recyclable and food scraps through the system provided by the property manager. They are also responsible for diverting all other landfill-banned materials that they generate.

​Managing Waste During Move-in and Move-out

  • Donate, Give away or sell usable items via Front Porch Forum, secondhand shops, yard sales and free piles.
  • Drop off Special Recycling items (fluorescent bulbs, batteries, electronics, small appliances, tires, paint) FREE at the Eco Depot or other outlets. 
  • Dispose of:
    • Household Hazardous Waste by appointment at the Eco Depot
    • Prescription drugs: local drop-off, annual collection event or mail
    • Sharps/medical needles​
